Plan Review Options
Over-the-Counter
Minor non-structural modifications with a tenant improvement or single-family projects, applicants may request an “over-the-counter” plan review. An over-the-counter plan review means your plans can be reviewed and, if approved, your permit can be issued to you immediately. All of the applicable information listed in the “Permit application requirements and plan review procedures” section of the Building Inspections Operating Plan shall be submitted with the application. The permit writer/plans examiner will determine if the proposed work is minor enough in nature that a plan review can be completed within about 20-30 minutes and an over-the-counter plan review is warranted. Over-the-Counter building permits may or may not be issued based on the complexity of the structural alteration. Plans requiring a zoning certificate will not be done over the counter.

Certified staff may be available for consultation on plans daily or by appointment.
Electrical Plan Review Requirements
The City of Peoria requires electrical plans for “complex structures” to be reviewed and approved before issuance of an electrical permit. For the purpose of this rule, “complex structure” means an electrical installation involving one or more of the following:
Ampacity:
1. A service or feeder where the available fault current exceed 10,000 Amps at 150 Volts or less to ground or exceeds 14,000 Amps for all other installation
2. Installation of a 15 KVA or larger separately-derived system as defined in Article100 of the, National Electrical Code (NEC)
3. Addition of new motor load of 10 HP or more
4. Fire pump installations as defined in Article 695 of the, National Electrical Code
5. A service or feeder rated at 400 Amps or over
Voltage: More than 240 supply volts nominal
Height: More than three stories
Occupancy:
1. Three or more residential units in one structure
2. An “A” (Assembly) occupancy, “E” (Educational) occupancy, or “I-2″ or “I-3″ (Institutional)
3. Any as described in Chapter 5 of the National Electrical Code
Recreational Vehicle Parks: A new recreational vehicle park, or any addition or alteration to an existing park
Plumbing Plan Review Requirements
The City of Peoria requires plumbing plans for “complex structures” to be reviewed and approved before issuance of a plumbing permit. For the purposed of this rule, a “complex structure” means an installation of a plumbing system that meets any of the following:
1. A commercial building with installation, alteration, or addition of six or more plumbing fixtures, excluding water heaters;
2. Medical gas and vacuum systems for health care facilities providing services to human beings;
3. Plumbing installations, alterations, or additions to food service facilities where new plumbing fixtures are being installed;
4. The building is more than three stories in height;
5. The building contains more than two residential units;
6. Any new exterior plumbing site utilities, when required; or
7. Any NFPA 13-D multi-purpose fire sprinkler system.
The following fixtures and devices apply to the fixture counts addressed in this rule for the purpose of plumbing plan review:
