Permit Information and Forms

BUILDING PERMITS

Protect yourself from violations. Secure a permit before you start to build. Also, remember to call J.U.L.I.E. at 1(800)892-0123 at least 72 hours before doing any digging.

When a permit is required

Building permits are required for most types of home improvements, including new installations or replacements of the following: decks and porches; swimming pools; sheds; garages; driveways; fences; room additions; basement remodels; and other structures. Most home improvements, except for building home additions or garages, are eligible for the instant permit process.

How to apply for a permit

Permits must be applied for at the Community Development Department, Building Division at Village Hall. The office is open Monday through Friday from 8 a.m. to 5 p.m.

The person applying for the permit will need to bring:

  • A copy of an accurate plat of survey accurately showing all existing buildings and improvements and showing the proposed location on the lot of where you intend to build, including the dimensions of the structure and the distances to all lot lines.
  • A copy of the proposed construction drawings. If what you are building is a prefabricated kit, submit a copy of the recommended installation instructions.

Permit Process

Permits generally take 5-10 working days to complete an initial review, and sometimes require changes to the plans before the permit can be issued. Allow enough time to get the permit approved before the day you actually want to start construction. It is best to make sure your permit is approved before purchasing building materials.

When a permit is denied

Occasionally building permit designs are denied because the proposed construction does not comply with the zoning, building or floodplain regulations.

The Zoning Ordinance recognizes that the same regulations do not affect all properties equally and therefore provides for a procedure to grant relief from the strict terms of the ordinance to property owners upon whom the ordinance has imposed undue hardship or difficulty. This procedure is referred to as a variance.

The variance procedure requires a separate application and filing fee and generally takes about 90 days to complete. The process requires a public hearing before the Zoning Board of Appeals. Applicants must produce evidence that they qualify for a variance under established criteria set forth in the ordinance.

Instant Building Permits

Are you planning a small project for your home, such as a new deck, driveway or shed? Not sure of what the codes require or allow? We’re here to help you get started.

Call the Community Development Department – Building Division at 630/693-7530 for an appointment for any Tuesday or Thursday from 8 - 11 a.m. (Appointments are required.)

If you have the necessary information and meet the applicable requirements, you can probably leave with your permit in about 30 minutes!

General requirements for exterior projects include:

  • An accurate plat of survey or a site plan indicating the size and location of the proposed work, and existing improvements.
  • A detailed set of plans indicating the construction methods, types, and sizes of the construction materials proposed for the project.

  • A detailed floor plan indicating the size and location of the proposed work.
  • A detailed set of plans indicating the construction methods, types, and sizes of the construction materials proposed for the project.

A completed application form indicating the owners of the property, who is doing the work, and who is applying for the permit is required for exterior and interior projects. All projects require that the roofing and plumbing contractors hired to work on the site are properly licensed by the State of Illinois.

Licensing Information

Most licenses and permits (other than building permits) can be obtained at the Village Hall Collections Department or reception desk during normal business hours.

Bicycle License

Licenses are free, and require the serial number and make of the bicycle.

Building Permits

Building Permits are administered by the Community Development Department's Building Division, and most residential projects are eligible for an Instant Permit.

Business Licenses

All businesses are required to have a Village of Addison Business License to operate in the Village of Addison. The license is issued annually and is valid from January 1 through December 31. Vending or coin-operated machines also need to be licensed.

The following are processes that should occur before a business license is issued:

  1. Contact the Community Development Department to schedule a FREE pre-sale/pre-lease inspection to verify that the location you have in mind meets zoning requirements. Please contact Sandy at (630) 693-7521 to schedule an inspection.
  2. Complete a business license application and submit it, along with $125 background fee plus $25 for each additional owner, to the Finance Department. Click here for business license application packet. Please contact Bridget at (630) 693-7573 with business license questions.
  3. The Addison Police Department will contact you to set up fingerprinting. There is an additional fee charged by the State of Illinois that will be required at fingerprinting.
  4. Upon approval from the Police Department, you will receive a call to come in and pay your business license fee (based on square footage and type of business).
  5. Once your business is operating, you will receive a call from the Community Development Department to schedule a business license inspection. Once approval is given by the inspector, your business license will be mailed to you.

Dog and Cat Licenses

The Village no longer requires dogs and cats to be licensed. Rabies inoculations are still required for all dogs and cats living within the Village.

No more than two dogs or cats over four months of age are permitted to be kep per household.

Dogs and cats are not permitted to run at large. If a dog or cat is impounded by the Village, the owners has three days to redeem the aimal through payment of all feesw, including the maintenance fee of $1 per day charged for the cost of impounding such animal.

Dog and cat owners are responsible for the removal of any excrement deposited by their animal from any public or private property.

Garage Sales

Garage sales, or sales from a yard, attic, basement, etc., are allowable only after a permit has been obtained at the Reception Desk at Village Hall. There is no charge for the permit. Permits are issued only to the property owner of the premises where the sale is to be held, two times annually for a period of not more than three days, plus one additional moving sale. Hours are restricted to 8 a.m. to dusk.

All signs shall be located on private property, have the house numbers and dates on them, and shall be removed within three hours of the conclusion of the sale. Posting of signs advertising such a sale on parkways, public right-of-way or sign, utility pole, etc., is illegal. Violators are subject to fine.

Handicapped Placards

Temporary handicapped vehicle placards, for use in designated handicapped parking spots, are available at the reception desk at Village Hall. An application, approved by your doctor, must be submitted. Temporary are available at no charge; permanent placards are available only through the Secretary of State's office.

Hunting and Fishing Licenses

These are no longer available at Village Hall. They are available for purchase at Wal-Mart.

Liquor Licenses

Application for a Local Retail Liquor Dealer's License shall be made to the Local Liquor Control Commissioner, in writing. Additional information and applications are available through the Administration Office 630/693-7510.
